Upgrade and construction tokens

in New to Empire: Four Kingdoms?

Hi im just curious is there any way a level 30 would be able to get the tokens to build relic conservatorys and greenhouses

    Storm alliance rewards and some nobility contests have them, only ways currently i think.  
    Knowing trees, I understand the meaning of patience.
    Knowing grass, I can appreciate persistence.
