What's the deal with pulling the Outer Realms multiplier?

Yet again (this is the third time!) the multiplier was pulled half an hour before the event ended. It was advertised most of the day and (probably foolishly) I assumed it would have been fixed - but no!
In my opinion it amounts to eliciting money under false pretences if you advertise a multiplier and then withdraw it before it takes effect but, hey ho, GGS record is not good on stuff like that.
Angry and disappointed as i climbed a lot on the last day and it came to nothing...
