VIP Banner, how to turn it on?

I was wondering how the VIP banner works. I have had VIP mode active on and off for a while but never had a vip banner. I have never bought vip, i get it as a reward from events ect. is this the reason? Im just beginning to wonder if its only available if you have bought vip at least once or so.
Ive looked this up and cant find an answer, some clarification on how it works would be much appreciated.

You can win time in events, likewise you can win or buy the points too
Or go to the kings market and click the extend VIP mode button and spend an ungodly amount of rubies to have more time.
