November Update Time Skips

I've heard from several alliance members that the new update will not only effectively make the 5h and 24h skips impossible to obtain unless you buy, but also any current 5h and 24h skips I have will be converted to 30m and 1h skips. Is this true? I hope not, this is ridiculous.
