Healing while surrendering outpost?

Has anyone any idea why you might not be able to [a] heal troops [b] make tools while an outpost is being surrendered?

    You can start the process right before surrendering, but once you surrender it, you're basically saying that you're done with the OP.

    Does seem unreasonable though when you have 24 hours in which to finish things up in there

    When you think about it in a logical sense, not really. Consider it from a real life standpoint. When you're closing down an outpost you're troops, citizens, etc are moving out and shutting the place down. There's no time to begin production.
