Castellan equip. question

Hi.
What does that CASTELLAN equip. that have "reduces occupation time required during capture attack by xx%" ?
I tried to capture an RV in a kingdom that the castellan had equip. that has this abiliy, but the time that I see in attacking screen is not changing when castellan was (or was not) equipted with such item(s).
Time of attack was changed however, when changed the commander to a faster one. but castellan did not
Can some one explain this ?

to get to a rv fast you use the fast gem as its get your army there quick to capture it
on commanders,use late detect and speed equipment for villages
