It would really be unfair to the game. If the game decides to implant it, people can make 15+ troops in 30 sec. Even if it cost alot if rubies or coins, it is still a bad idea.
Edit: it might sound good on paper......or text but it won't turn out well.

GGE wants more money, and if we could skip time troops, we wouldnt have to double the amount. we could just get tons of troops instantly with skip times.
