Logic - if they are 'armed citizens' they have weapons (of some sort - rakes, pitchforks, whatever), and if they have weapons then they have the potential ability to attack as well as defend. There is just no mechanism in which that potential can be realized

Hmmm, I have often wondered that as well. The only thing that I can come up with (with my experience dabbling in computer programing) is as follows:

Being a unit in GGE that has a defense value, it must also have an attack value in order to "fit" into the calculations used to determine the winner of battles. A unit with no attack power would null and void the formula and start all kinds of problems with the end result. This is evident to me by the number of people who used vet swordsmen for defense with better results then the vet spear men, despite the spear men having a slightly greater defense ability. In the end, my conclusion was that they take the attack power of the defense troops and add it into the complex equation they use to determine the winner and the looser of the battles we take part in every day.

Melee or ranged is determined by what kind of attack a unit does. Presumably this is setup to not be a zero value. Since there needs to be something in that field they do something that fits thematically just in case they ever decide to add a feature where militia can attack.
    Seems plausible.

    So, so, so wrong.

You're right that they might need to have an attack power rather than just a '0' to make their code work, but attack power does not come into defending at any point.

Vet swords work well because their total defence power (138+72=210) is higher than vet spears (142+52=194).

Because they have to have some sort of extra upgrade in all fields?

Vet swords works better than vet spear only if the attackers also send ranger (or if only pure ranger). For pure Melee attackers, vet spear WILL be better.

I know... Vets swords are best for the wall against a shield wall and range attack

Pure melee attacks are the way to go. People still recruit 2:1 r:m defenders, so...

^He said pure Melee are way to go, that means no job for ranger. Hence discrimination against ranger. I do some time has a very strange sense of humor 8|

Yeah, but at the moment most attacks are full range, or have a high range ratio.

^lol you are not the only one my friend :), we not getting any younger. How are you doing anyway? It has been a while...

For my IRL job is getting more and more interesting (and demanding) while my interest in this game is dwindling down to the toilet.
