  That happens. The second only acts as a queuing slot, its supposed to be that way.

  It can be very useful actually, and if you have a bunch of rubies lying around I would actually recommend it if you have no buildings left to buy.

  Eh, everyone has their take on the crane. Both in the beginning and later it can be useful. Have buildings in cue when you are starting out helps speed things along when you are not at your computer. Later, when you have a lot of fires to put out and don't want to spend the rubies to put them all out at once, the crane can put them out one by one as long as you have them cued up. But that means that you have to make the initial ruby payment, but still, many people who level up quickly wouldn't be without one.
