theyve never given the option to upgrade po items, there are just better po items.
there are also better po items than ruby ones that can be earned in game with some effort.

Are you that stupid or that stubborn?
No player, ruby or not, would pay for rubies to put festival squares if they can use free resources to upgrade parks and gardens. And, no, don't even THINK about suggesting more levels for the festival square.
