  You have to have had built a loot warehouse and then you need to take one from another player or find an unoccupied one.

  unless if you steal it from inactives (like how I did ) or from someone that tries to steal your RVs

  I love stupid questions, they make me feel whole.
  
  You have a couple of options. Grab them from ruins/inactives, get them when they are on the outskirts and up and coming, steal them from players (be cautious), or get them during war. Many stick with 1 and 2, but 3 and 4 aren't forbidden by the boundaries laid by GGE.
