  No, this is not a bug.
  
  It's also not a minus sign, its actually a "~" sign to indicate that it is approximate. You didn't do a 100% espionage and therefore don't have an exact count on the tools.

  ahh well you might want to make it a little more "~" and a little less "-". but thanks for clearing it up, i guess

  Ethan, I do think that it's a bug and not a ~.
  The indicated number of soldiers is correct: reported number of known soldiers PLUS reported number of unknown soldiers.
  However:
  The indicated number of tools is incorrect: reported number of known tools MINUS reported number of unknown tools.
  
  Change the MINUS (in the formula, that is in the program code) to a PLUS and the whole thing makes a lot more sense.
