What do the outposts mean when they are sparkly. are they better that way?

    Yes, those ones have 2 aditional occupancy rate for the higher tier resource for that outpost ;) instead of 6 it will have 8, so you can build more plants at maximum production.

    This confused me also when I began. Even it is a little far it is worth it to have them.
