max level for towers in winter???

hey been attacking lvl 36 with one to go till 37 for 24 horus now is this a bug or will they not go any higher then the ones oyu have in sand kingdom?

anyone else had issue wiht this?

    Every NPC in every kingdom have a level limit of level, the Robber Barons are level 35, The Norsemen Towers can reach level 36, I don't remember the desert towers, and the cultist towers can reach level 60.
