    nothing... buildings just operate less efficiently and your PO is negatively affected

    I had a level 10 dwelling that had 96% damage... It took around 13 hours to repair! ^^ I also had 9 other level 10 dwellings also damaged!

    had a lvl 3 estate that was 73% damage took about 15 hrs to fix.
    USA1 lvl 57 and counting
