Attack Strength?

Today a member of my alliance asked me a question i couldnt answer - what decides the maximum size army you can send against an enemy target? i have always assumed it would depend on the enemy's level to give them a fighting chance, but the member informs me that even when he, a level 30, tries to attack a level 60, he still cant use as many troops as he has available... so does anyone know what factor decides attack force strength? is it something on the attackers side, or something to do with the defenders ability?

    the number of soldiers you can send at someone depends on the level of the player and also the number of commanders you have

    The level of the player on both sides makes up the # you can send I believe. Partially because you do not get wave 4 till 50 something.
