Well i was thinking well thou get the veteran overseers on special occasions but why not veteran tax collector or veteran Maruder.
e.g on occasions veteran tax collector = 50%
veteran drill instructor = + 50 %
in fact every person is + 50 %
also idea 2 is you should be able to buy FOREVER construction slots / recruitment slots
recruitment forever = 10,000 rubies
construction slot for ever = 20,000 rubies

People will argue "ANOTHER advantage for ruby players?!" I believe GGE has introduced a sufficient amount of different ways for non-ruby buyers to be able to afford and benefit from this, as well.
