Yes, I built my barracks to 13.  I forget that cost, but there are lists here on the Forum with the details.  I built it up back when the troop costs were INSAINLY HIGH, so I never used it.    Is it worth it?  Depends on how you define it.  I am happy that I got it to level 13.  The costs are now quite a bit more in line, but some view the power levels to not be worth it.  

I guess you may not like my answer:  It's complicated........

To build Barracks level 13 it will cost you 100 Construction Token & 150 Upgrade Tokens

Overall unless you are planning to get to lvl 800 with the mead troops i wouldn't make upgrading your barracks a priority. I have mine up to 13, but only after I got a double jackpot by earned the 1.5k uprgade tokens from storm rewards and scored big earning another 2k from OR

Do the new HOL buildings, brewery, apiary etc return to storage like the relic buildings...greenhouse, conservatory etc?
I am going to be switching out an OP currently holding these buildings

Cannot seem to find the answer anywhere.

the Bakery, Storehouse and Hospital will stay in the outpost without being moved the inventory. The Master Builder, Guardhouse, Stonemason, Flour mill, barracks level 15, stables level 2+ and stronghold will go to the Outpost inventory when they are placed inside of a district otherwise they will stay in the outpost. Items on this inventory can only be placed within the outpost. Relic Farmhouse (both green and blue), Relic Bakery, Relic Quarry, Relic Woodcutter, Relic Storehouse, all districts, apiary lv1+ and brewery level 1+ will move to the players global inventory, can be placed anywhere.

There is a lv69 player without an alliance next to my main castle in great empire, I carried out a successful espionage and he has barely any defense, i am lv29 and could still easily win so should i attack?

My friend, in game, just had a strange thing happen to him.  We are both Legendary 800, that was as high as the game goes for experience points...normally!  He messaged me today and said his experience points were added.  First it went to Legendary 801, then...he is currently at Legendary 802!!!
How is this possible?  Is GGE going to start allowing us the opportunity's to add to our Legendary experience points?

That would be a great idea!  Since doing the Quest Book gives us experience points as rewards, and at Legendary 800 those experience points are worthless and go nowhere, being able to add to our status of 800 is a good challenge....I for one accept that challenge...so, GGE...how do I add to my Legendary 800 points?

Has anyone figured out what's going on with minimum levels for events?  I understood it was 30 for Nomads and Samis, 40 for foreigners and blood crows.  My level 27 player was able to play foreigners this last time, but can't do nomads now.

What are my options? I've been Playing for almost 5 months, i do very little spending and haven't spent for at least 3 months. Lost 30k vet defense against level 10 mead troops. I assume this will continue so what are my supposed to do? Pay £5 everytime i get attacked by mead troops to replace defense? I'm sure its worse on bigger servers than UK1 which is very small.
I haven't even got enough tokens for me level 6 keep. Without spending to get them i cant do it any faster. Any advice would be great. I only see spend or quit...

 I have been saying that this is going to happen more and more as part of the game, as the players leave, targets get scarcer, higher levels will target each other.

Looking at your rep, I would say long term you have to way up the options, most will lead you down the road to being forced to spend if you want to play. Only other way is to look at getting into a stronger alliance, with even more support, or unlikely to be a target.

I reckon its going to get worse, as the stronger PvP starts.

They are only interested in hitting castles with enough troops in to get a nice battle report. Maybe going forward the best defense is no defense. No one serious about the game is going to hit an empty castle xD

Thats the way I play it, not even putting fires out, playing it the way they play it. I just play events if i can, but even that is getting hard with tool, and troop reductions, as many players are also finding. Play a day, and then have days off till the next event, easy.
