if a level 32 will attack on level 13 then will honour be decreased if yes how much

It depends on how much honor the level 32 has

if it's proportion then a very small part.

I attack someone and lose honor if they are bugging me or at war with one of my friends. I can just re-gain honor in briermond. ^^ And honor just makes you a bigger target that others would get a lot of honor from. So I try to just keep between 1,000 and 1,600 honor.
