How to deal with pests?

I'm a level 49 player and leader of a level 4 alliance. Not massive by any means, but we try to play honorably and train players who want to move up. Lately, we have become a target for level 20-30 players who got their second OP and want to think they are the baddest thing on the server. I try to give warnings, but I keep running into guys that want to ignore them and challenge us. One player in particular has been a thorn in our side for weeks. He declared war from one of our allies and demanded 50% of our resources. When we told him it wasn't happening and sent some sabos to prove our point he began making threats and attacking our weaker players daily. I attacked and he kept doing it. Daily sabos haven't been enough and now he is messaging random players in the alliance threatening to hack their computers. No amount of attacks or sabos make this pest go away. He has said that is his castle goes to ruins he will just start again to keep it up.

Now obviously, this player is not a threat to me but I would like to be rid of this pest. Anyone have a creative solution for dealing with annoying low level players? Is this a common thing for leaders of alliances our size to have to deal with?

While I do find his atrocious grammar amusing, it is also getting old. This is about a third of the messages I got tonight

there was also a lvl 8 player in our alliance(i dont know how he entered we dont give entery to players below lvl 30 just few r give if i fond them good that too after lvl 25) so i thrw him out now he goes to different allys and u must be knowing sm alliance make all players big rankers so they can access every thing so he declares war on us from every ally he goes we dont care much so thet small allys r afraid of us(we dont bully just we r strong) so they leave alliance and go away u also do same atk 2 or 3 big players of their alliance and burn them a lot and they will stop

we also had a thorn in our alliance we burned him very badly because he made some alliance war againest us and stole alliance of a player(the alliance was part of our family) so we burned him he left that alliance and joined other and grew strong and then again atk our leader (i m the leader but the player is the true leader) and we r burning him again we launch more than 50 attackes in a day so he is quiet we will do this for a months that means total of 30X50=1500 atks in a month so we keep control over tham u also do the same and do to only the player who r bad(fraud and others)

It costs a lot of honor to hit him too often and I don't want to be seen as the bully in the situation if he reports me.

check this out u believe or not 40 hrs ago he didnt have even 1 fire in his castle thats his punishment for wat he did(i wrote in above post)

I don't want to rat the guy out. It's a game and we should all have fun, but I would be having more fun not dealing with players who don't understand what a level 50 can do to a level 20.

we has also decreased a lot attaking small alliance as they kept launching small atks on us and wasting out tools our avg alliance hnr sank to 200 then we increased it to 1300 now we have also decreased

The guys just won't leave it alone. Changed to his 6th alliance this month and sent 2 more attacks. We defeated both of them. The guys can't attack or defend, but still insists on trying to prey on our weaker players. Here is my attempt at reasoning with him.

Rat him out. If you don't, he'll think he can do it without getting punished, and keep on doing it.

sooner or later they will get bored/tired and stop. i also advise you to 'ignore' him, he cant mail you then.

if he continues, make him your alliances daily sab target

I wouldn't ignore him. He's funny, and I'd love to get my daily laugh as soon as I log in.

He won't respond anymore which sort of takes all the fun out of it. He is currently on his 4th alliance of the day. I just send this message to each new one. I use a form letter now to save time.

I see that RalphieG3 has joined your alliance, We has a long standing issue with Ralphie based on his need to contnue attacking our members. This is his 8th allaince in the last month (4th in the last 24 hours). He began in VKL III where he declared war on us and demanded 50% of our allaince funds. I think he was level 15 at that point. We sent an attack as a response and he decided to send another offer at 40% before leaving the alliance to fight his battle. Since then he has been in 4 other alliances that have either kicked him out after receiving a message like this or are now in flames. There is even a thread in the forum dedicated to his actions and the threats he has made towards us. http://en.board.goodgamestudios.

So now it is your alliances turn. We ask that you kick him out so no harm comes to your alliance members. If this evening he is still a member of your alliance, we will treat you as his protectors and declare on your alliance as well.

We are not bullies. He has been told several times that if he leaves our alliance alone we will leave him alone. 4 attacks in the last 18 hours from him. Now we hit back

Now those are some diplomatic words.
