No error, just do not have the option to go into Voucher

Do all levels have access to the vouchers ? I have 2 players level 34 and 197 who do not have the option to redeem vouchers any advice ?

I have had this before and the only way I could clear it was to use the Turbo harvester. Downside being that it will harvest the whole farm.
