Mahi-mahi in lemon sauce produced amount

I am not sure if this is a bug or not, but to me it looks like one.
Given the trend for all the other dishes based on the level of the restaurant, it looks that producing only 2 units of Mahi-mahi in lemon sauce for the Mermaid Bay level 2 is erroneous. If it follows the same patter than the rest of the dishes (adding one more unit per restaurant level) and based on the amounts produced for the next levels, it seems to me that instead of producing only 2 dishes it should produce 21.
