Gourmet farm - skipped task??? (house lv3 but no task for lv2)

Not sure if this is an issue but I have a new task after leveling up to level 28 to have a level 3 house for my workers - I never had any task for a level 2 house - typically it seems our tasks progress and it seems out of the ordinary.
