I'm trying to join a co-operative and have had a few emails sent to me but when I respond I don't think they're arriving because a person wrote to me and said 'why don't you answer?' but I have replied to the email.

I think the best thing to do right now is simply re-send your reply to their mail and tell you sent it before. Maybe you can try to message them on the forum, because those messages do seem to arrive well. It is very annoying, I know, it affects me too, but this is all we can do about it right now.

To start your own cooperative,
click Multiplayer features at the bottom of the game bar
Then click cooperative - shaking hands
click Found.
Enter cooperative Name , details and description.
At the end click Found. Make sure you have 375 gold to start your own cooperative.
If you are already in a cooperative then another way would be that cooperative leader may appoint you a coop leader.
If you want to change your e-mail for this game, you need to contact support. You do this by clicking here: Contact Support; and choosing Big Farm instead of Empire. Then you scroll down the page and click on e-mail support. You will get a form you need to fill in completely. Make sure you fill in a working e-mail address. After you clicked send, you will get an automatic response with a ticket number on your e-mail, meaning support has received your mail. They will answer this mail within a week. Good luck!
Stand out from the other applicants.
Imagine that co-ops get several to many applications each day while they only have 1 or 2 spots open at that moment. If you really want them to consider you, especially if you are below level 30, you need to write a good message. You can write, for example, that you have sent a message to the leader or a deputy of the co-op in your application text and then send that private message explaining who you are. You can think of mentioning your level and your play style - how often and much you play - and that you are willing to participate in the co-op as well as you can. Low levels will have to grow fast in order to be able to contribute to a co-op, especially if it is a high ranked co-op.
One more thing you can do is become a member of the training co-op. You do this, if you are on EN1 (which you are), US1 or NL1 by applying to Training Larino. I will then accept you as soon as possible and teach you how the co-op works. You can then join one of my partners by approaching them yourself or asking me to approach them for you. More information via my signature below.
AU also has a training co-op, led by Kat Nip2. They follow a slightly different procedure, but work the same as far as I can judge. For more information on the AU training co-op, visit this thread (click).

Why do some co-ops have many members? Our maximum membership is 5. How can I increase this?

You will have to check this yourself. I will provide you with a guide how though.
As for the members allowed in the cooperative, that is not based on level. It is based on how many times you did the recruitment research. You can find this research under the orange flask, little drop down menu set on Cooperative and then if you hover your mouse over the squares you can see "recruitments (level x)". If you open that research (by clicking) on the right side next to the progress bar is another little button. If you click on that, you can add all the researchers. The best thing to do is to have 3 more people join you (for level 1 only) to sign up with dollars. If they do not, you could fill it up with gold or find better members
About the solidarity points. Do you see the orange bar with the star in front of it in the top left corner of your co-op menu? Hover over that bar with your mouse and it will tell you how many points you still need until the next level. There is not chart to tell you how many you need for the levels after that, but I think you can eventually guess on that. Once you have seen how many solidarity points you need, you check how many points the projects provide. Pick the one you think you will manage (watch out for chicken or the egg, that one requires you to do missions and win RP and that is considered difficult by many many co-ops) and once you completed it the points will be added. After that it is again time to check how many you need and how many the projects provide to do it again. Projects can be done endlessly, but do level up (how many successes you need until the project levels up you can see by hovering over the trophy that indicates the level; probably 0 now) until about level 4. Every time the project levels up, you will need to produce much more in order to achieve it.

If a research is still locked, you can hover your mouse over it and it will tell you what level the coop needs to be for that one. For instance, Recruitments level 2 requires a level 4 coop.
