Update for the Level 5 upgrades that have now become available for red houses:

    For 60 workers:
    5 blues have a base landspace cost of ( 5 x 25 )=125 squares, costing (5 x -25)=-125 happiness.

    2 Level 5 Reds have a base landspace cost of ( 2 x 25 )=50 squares, but they cost (2 x -145)= -290 happiness.
Add in 3 lakes ( 3 x 38 )= +114 happiness, and it takes up exactly the same landspace, with -176 happiness.
Blue level 1 are still superior with regularly available decorations.
Add in 3 event decors ( 3 x 74 )= +222 happiness, and it takes up exactly the same landspace, with -68 happiness.
So, Level 5 Red housing ultimately trumps Level 1 Blue houses, if one has enough +74 event decorations.

I am still aiming at all blue houses, which I never expect to be able to upgrade beyond Level 1, due to time saved during upgrading Red houses, and the rarity and short duration of the Architect Event to get those houses to Level 5.

    Numbers for Level 4 housing:
Lowest Common Multiple for Level 4 Reds and Level 1 Blues is 300, close to the max number of workers you would want on your farm.

    25 Lvl 1 Blues = 300 workers = ( 25 x -25 ) = -625 happiness
    12 Lvl 4 reds = 300 workers = ( 12 x -120 ) = -1440 happiness
    Fill the extra 13 (5 x 5) plots with lakes = ( 494 - 1440 ) = -946 happiness
So, Level 1 Blues win with -625 happiness, Level 4 Reds have nearly 350 more unhappiness with the best regularly available decoration.
With Enchanted Trees, 15 of them fill the same available space as 12 Lakes (if you line them up, 5 squares by 20 squares fit 4 Lakes, or 5 Enchanted Trees), you get 533 happiness, still -907 happiness even with Enchanted Trees and one Lake (I've been getting as many Enchanted Trees as possible, since they have better happiness per square than Lakes).

With +74 event decorations, fill 11 (5x5) spots with those, and you get to -626 happiness, with 2 extra (5x5) spots left over, so Level 4 Reds win compared with Level 1 Blues, if one has enough +74 event decorations. As the Level 5 Reds work out with better happiness than Level 4 Reds, obviously you'd aim at Level 5 Reds, ultimately, if you had enough +74 event decorations.
Quick and untidy Level 4 comparison:
    2 Blue Level 1 = 24 workers = -50 happiness in 2 (5x5) spots
1 Red Level 4 = 25 workers = -120 happiness, add in 1 Lake = -82 happiness in the same space, but one more worker.
