If you purchase your first gold pack within 24 hours after reaching 12th level you get the bird bath for "free".
Attached is a screen shot of the offer, which pops up immediately after you reach 12th level. You can see the outer part of the 12th level "level-up" screen in the background.

Just bear in mind while you covet stylish bird bath that it is a 5x5 of only 30 happiness. Or in other words, quite valuable for a level 12 player, but not so great for advanced players.
I honestly don't see what's so terrible about GGS providing extras for the people who support them with real money, which makes it possible for them to support and develop the game and have so many servers hosted, instead of just dropping it out there saying, "You're on your own now, kids." It's not as if the game were unplayable without gold, after all.
The decorations that are available for purchase with farm dollars are perfectly adequate as long as you do your math and don't overextend yourself. If you're having trouble balancing your houses with enough decorations, I commend this thread in general and this post in particular to your attention.
If it wasn't for the gold buyers, there wouldn't be no game to even play. These games don't run by themselves, they need people to program them, update them, design stuff for them etc. These people don't work for free. There always has to be an incentive for people to buy gold. And sometimes that means getting special decorations, deals or events. Nothing wrong with that at all.
Money makes the world go round, it is the way it has always been.
Are you sure those farms had the bird bath, and not the bird house? Except for the uniqueness, there's not much reason for farms of that level to have a bird bath. (see post above)
As the announcement states: Perhaps yours is a "certain level" case and the others players "returning customers" ?
Those farmers must be "returning" customers, because I'm right between them in level and didn't see the bath offered while leveling up into and past 51, so the 'certain level' wouldn't be anything under 51.
