Why would a person never get jam contracts to fill if they seem to have all the requirements?

A coop member of mine has never had a jam contract. She has two jam factories, level 4 and level 7. She does get cherry and pineapple jam missions, but no contracts to fill.

    Contracts are random. If she cancels contracts that don't have jam requirements she will eventually get one that does. Is she getting jam requests from the harbor boat? If she is the lack of them is probably just a random number generator issue that will eventually resolve itself.
