  Right now yes, you can only get level 9 decorations through the level 9 section of the santa's workshop, you can also remove the decorations you don't want to be in the list after each spin and keep spinning until you get the decoration you want, but it will cost you gold

  Wheel is stuck on level 9, even after 24 hour cooldown.

  Same bug it's had for the last three years which GGS hasn't bothered to fix.

  Yes, this is an acknowledged, as yet unfixed, bug
  
  

  - if you spend up to lvl 5 and not further, the next spin starts at lvl 5 and you can still donate some more, but you cannot go back to the lower levels.

  That explains it, thanks Rosy. I'm one of the few who seems to appreciate the "bug" because it's the only time I can get L9 decos without breaking into a bank for gold. ;-)

  You can set it back to level 1 by skipping the waiting time with gold near the end. But in my opinion, it's good to use this as much as possible because you don't have to donate again for the decoration.
