  I have discussed this internally, and from what I came to know, there is not really a "specific" time pattern always, that is why I have suggested you to wait, I have anyway already passed on your query to the team.

  The Tropical Island has been up for 2 weeks now and still the WOF has not arrived. When will it be scheduled to arrive? We need the WOF for a bunch of different reasons. Please send ASAP!!!

  At this point, I wouldn't waste my tokens.  I always spin early to earn money and decos.  I was bummed when it didn't come.
