What is the "quill" or "feather" balloon drop item?

I have noticed on the odd occasion that a "quill" or "feather" drops when you collect from  the balloon people? I tried to screenshot it but it's way too fast. I have hunted everywhere in stock and cannot find it. What is it for and where does one find it?

    Big Beck (US1) Those BFG developers that walk around your the farms looking for bugs, they can be recognised by the question mark above their heads saying "What bugs?" >:)

     but don't think it's your eyes,
     as it seems they use a few different pictures of the same item that don't look alike. From the folks walking around your farms, the folks walking up to your Market stand, to what comes from the fields/animals/buildings them selves. Then the displays in the farm management ;)
