joining open co-ops

my co-op is currently open for players to join, but one player can't get in unless i send invite. she was removed by leader but still travels in and out if we need help with projects with ok from the leader. she says that she gets error message. is this because she was once removed by the co-op leader?

    Actually, it is.

    From official announcement, when open cooperatives where first introduced:
    To prevent cooperative hopping and other random annoyances, you may not re-enter a cooperative you previously joined through the open cooperative feature and were removed from. Furthermore, if more than 20 cooperatives removed you soon after joining them through the open cooperative feature, you may no longer use this feature.
