Note: Anyone trying to get away with multi-accounting on the same server, probably best not to incorporate the same word into all your usernames, then join the same cooperative.

You click on contact us (there is a button in-game for support and a click-able line at the bottom of this page) and the support website will open. There you choose Big Farm instead of Empire, scroll down and click on e-mail support. You will get a form you have to fill out. You fill in all the details of server and account and choose for 'report player' in the subject drop down. Then add as much information as you can (possibly screen shots) and send it off to support. You will get an automatic message with a ticket number - save this, because you need the number to ask for a status ID on the ticket or to add stuff to it later. You will get the real answer probably within a month.

I know there are siblings who have very similar user names in the same co-op but they've been playing for a long time and never had a problem. If let's say they were to be reported (hypothetically), would support be able to see they are not from the same household/computer and therefore not the same person?
IP addresses, yes. If you play on a different IP address than your sibling or family member everything is fine. If you play on the same internet connection, though, you need to let support know so they can mark your accounts. Sometimes husband and wife (or any other family relation) get banned because they play on the same IP. Support will ask for many details to make sure you are actually 2 different persons, though, so you cannot just tell them your accounts are family while you are multi-accounting.
Do note: every internet connection has an IP address AND every computer has an IP address. Support can only see the IP from the internet connection, not from the computer. So if you play on a desktop and your sister on a laptop on the same internet connection that does not count as different IP addresses for support and they will consider it multi-accounting.
