Can you collect from this more than once during the allotted time???

Every item you can collect when you spend gold it requires and you only get it once.
I don't know does it start again if you spend 45.000 before the time runs out - never had that much gold, but I don't think so. Other events do not.

I also doubt if it starts again after you reach the maximum number. I do know you get multiple rewards on a prime day if you buy double, triple or more of the amount you need to buy to get the reward. But because these rewards are fixed to a certain amount I very much doubt you will get more for a higher amount. I never tried it though

No once you spend the 45,000 gold you can not repeat and get the awards - they are only given once per prime day spending Experience is talking here from a prior one.
