you can be friends with anyone you want. There are no rules about who you are friends with. If you send a friend request to someone who does not want to be friends with you then all they do is not accept the friend request.
i asked around to find out if i did it properly,if i can find were i can ask you to be a freind ill send you one too just incase i botched it..

Mick, you can simply click on anyone's username on the left edge of any post they've made in the forum and choose "Add as Contact", or you can go to the Friends & Contacts section of your profile, scroll to the bottom, and type or paste their forum username into the box under "Add a Member to Your List...". It's generally a good idea to view their profile first, though, because some people are not as open to networking this way as others are.
You may want to explore the Community area of the forum, too; that was created specifically for off-topic, non-game-related social interaction.
