New contracts not taking into account buildings stored in inventory; bug or...?

Contracts are based on what can be produced on a farm I believe. However, I have noticed that buildings stored in the inventory are ignored in this calculation. I noticed this on the obsidian farm when I moved all animal stables into storage in order to make space for increased happiness and so on, with the plan to pull them out when they were called for. Besides when I need more dung there is no need because new contracts no longer consider these in calculations. Is this a bug, an oversight? I would rather contracts took into account all buildings both on the farm and in storage to make contracts more interesting with more variety though others might disagree I understand.

    I may have misunderstood you but buildings put into storage do not function.
    They are not working buildings so do not count as being a productive building.
    The storage is not intended as working space.
