i upgrade my apartement but i didnt get the 5 extra workers, how is that ?

how come i didnt get 5 extra workers once i finished upgraded my apartement ?

    We don't get extra workers when going from lvl 1 to 2, or 3 to 4, etc. We only get them every other level, 2 to 3, 4 to 5 etc.  The Info panel shows +5 or +10 or +20 etc but in each case it is with respect to having no Apartment.
