WWC cooperative points w/o WWC during CC

anyone what's the use of this w/o WWC event during CC event? if nothing, will it remove or replace something useful items soon every time that WWC event not started? or will WWC event start 2hrs after another soon instead of 1 week? thanks in advance.

    They leave the rewards like that so they don't have to change them when the WWC isn't running. The rewards don't do anything useful while the WWC isn't active.
