Shorter times booster

Booster does not work with Village building upgrades, although it does work on the production times.  Can we get this added to the list of things to fix, please

    was discussed before -not appropriate for Coop Village buildings to have reduced construction applied because they are community property of all coop members not just the property of the person who earned the booster
