So my question is, if our coop have the VH rate much higher than opposing coop's VH rate until to the certain point, is it possible to break the rule "the challenger ALWAYS produce more than the challenged coop"?

Fairness Effects:
First Strike (Challenging Cooperative): the challenging cooperative gets a penalty to compensate for the fact that they can choose the starting time and the products in the basket.
Melancholy Mood (Challenging and Challenged Cooperatives): each cooperative gets a penalty for having negative cooperative village happiness. The lower the happiness, the more the cooperative has to collect in the competition This will come at a later stage.
But I was of the understanding that the latter hadn't been implemented, perhaps it has.
In any event, many coops, when challenged, just ignore it. Too many variables for very little reward to make "working hard to win when challenged" worth it.
Very bad set up.
But that aside, I also agree with the OP's opinion that the challenged co-op should be given credit for a win, even though they won by default rather than by completing all the products in the basket. Perhaps a reward of medallions based on their percentage of completion of the challenge basket?
It's not right to bust your buns defending your position only to have all that production wasted because the schmuck below you couldn't beat his own challenger.

From my understanding if a new members joins a co op there's was or is a wait period for the new member's harvest to count toward a Village challenge. The other functions of the co op become available as soon as a member joins a co op but I do believe there are restrictions on new members when it comes to the co op village & the participation within there.

@noisy (US1) If one or more coops move in the rankings, any outstanding challenges that are no longer valid (because the coops are no longer next to each other) are cancelled - Neither coop gets medals for a win. However, if you have made significant progress in the challenge & even competed some items, you do still get medals for any achievements that you earned.
If you get counterchalleged, take a look at the hill in your village & if the coop below you has both a red & a blue flag, it means that they have already been challenged by the coop below them. You cannot see how far that challenge has progressed (though we have asked for that be shown) but you can at least be prepared for the possibility that that challenge will end before yours.
@Ladyoz (US1) As others have already explained, new members can only start to contribute to any challenges started after they joined - But regarding the issue of support, your friend can still do tickets, without having access to the forum, there is a Support button in game, in the drop-down list of options, below the forum button.
If you send me a PM with more details about the problems that she is having with the forum, I will see if I can do anything to help.
@Kotresh.j (IN1) Are you saying that harvests are not being counted for a new member? - If so, their harvests will start to count for the next challenge, but not for one that started before they joined.
