I know you'll just say to wait for someone in my coop to help. but that's not the point this is completely unfair! At least you could have made sure that the items are the list matched the level of the player.
We have a similiar issue - we have a member who is being asked to harvest Citris Fruit at level 59 - but she can't build the Citrus Orchard until she's level 62..
So there's no way she can complete the event on her own - we'll have to donate to finish it for her.
I think we are going to find that chapter 5 is a lot longer than the 4 full days.
As the event start Dec 10 6 pm EST
Making the first chapter short at the time by almost 18 hours. They tried to do a time adjustment ie hot fix which made the actual time out of sync with the event icon.
chapter 2 began Tuesday Dec 13 midnight EST.
This chapter was the 4 full days as was chapter 3
The event is set to run 20 full days.
Ending around Dec 30 Around 6 pm EST ** this is just a guess based on how they adjust for the hunting events, to make make up for the first shortened day. It could end as late as Dec 31 between 1 & 3 pm EST

Yes, event if you fulfill your order, since it is a coop event, not an individual one, either all your coop success or fails. If members are not present during the whole chapter they are considered inactive and they do not impede the success of the rest, so that is not a worry. But if during the chapter a member becomes active and s/he doesn't fulfill the whole list (members can help other members after they have finished their list) then all the coop fails. It might not be fully fair for all those member that do their part (are committed and do as much as they can, they do their best) while others just lay down and do nothing, but you need to agree as a coop.
And if you really want to participate in these kind of events you need to be in a coop in which all the players are committed to it. Otherwise, is better not to bother, since you will just get frustrated.

The short answer is no, you coop will not be penalized even if you add/remove members to posteriors chapter.
I wanted to say that you can go to chapter 5 if you successfully complete each of the previous chapters and you complete each of the previous chapters if at the chapter end (when the snapshot is taken) your coop is in stage 3. In any moment you can remove or add members, it doesn't matter if some participated in previous chapters or not. The chapter status completion will not change even if you removed members that participated in previous chapters or you add new ones to posterior chapters. And if the status completion doesn't change, if you complete chapters 1-4 your coop will go to chapter 5, independently of its members at any moment. So overall, you can just function normally as a coop adding and removing players during the whole event without getting punished for it.
I wanted just to indicate also that you just need to be careful about the timing of adding/removing members, since if you do those actions close to the end of a chapter, then you will be punished if you cannot reach stage 3 by chapter end.

BTW: not everything you are posting is true, you better reread the Official Announcement of Santa's Wishlist as well as the related Discussion thread - these will probably make things a lot clearer for you!

Your coop will not be punished if you leave, at least if you leave before reaching stage 3, but if stage 3 is reached no point to leave the coop (since your list would have been completed).
Before leaving your coop, talk to them, maybe between all of you you can manage to finish all the lists on time?
In my coop this event is bringing us together as we are working as a team rather than individually completing everybody lists.

There is no bug or glitch with the clock. We live in different time zones. GGS headquarters are in Hamburg / Germany so it is only obvious they use the CET (Central Europe Time) .... So the clock is showing the right CET time, as always. All one one has to do is subtract hours from or count hours to these figures - you can find all different times/time zones on internet.
All I can advise you is to browse through the actual Santa's Wishlist Discussion thread where you will find this item many, many times posted (even the exact USA times) and explained by the more experienced players.

In the US there is a glitch with the clock and the timer is wrong. Had you taken your own advice, 'to browse through the actual Santa's Wishlist Discussion thread where you will find this item many, many times posted (even the exact USA times) and explained by the more experienced players' you would have seen that there are many posts regarding the timer clock being incorrect on the US server. Each chapter ends earlier than the clock says, the final time on the last chapter will be adjusted.
The other thing is that this is supposed to be a cooperative effort when other members get finished with the their items they are supposed to help fill orders of members that haven't been able to do so. In order to get some advantage, The other issue is that in previous years you were able to use inventory to beef up your donations. This year only what you produce once the timer starts is being accepted which increases the difficulty of the event. Added with attempting to do Festive Farm as well you are spending money excessively. Add to that the weekly event and your swamped.
The only thing you can do is the best you can while you can.
