    When you get the task that tells you to join a cooperative, you have a button that allows you to found a cooperative. It costs 375 gold to start a new cooperative. :)

    I would definitely recommend at least joining one first to check out how much work and dollars, gold and management goes into running one before jumping in. :3
    That isn't to discourage anyone from making one, just something I learned after making mine when I was just a newbie. No regrets but it's definitely not just like forming a guild in an mmorpg. It's more like running a company while trying to stay friends with your employees and work twice as hard yourself. ^-^
